Dr. Paul Hector

    Over the past 18 years, Paul has been active in the international development and intergovernmental arena where he has contributed to strategies and action plans that promote access to information and knowledge that improve peoples’ lives. In these roles he has participated as a speaker, panelist and expert group member, provided technical advice and supported the design and implementation of projects and research initiatives in Africa, Asia-Pacific, the Caribbean and most recently the Middle East. Paul is an alumnus of the J. William Fulbright Fellowship Program and the US State Department’s International Visitor Leadership Programme. Since 2012, Paul has been involved in the United Nations University’s annual international conference on the Theory and Practice of Electronic Governance (ICEGOV) as a Track Chair and a member of its international steering committee. He has lectured in the graduate International Business Programme at Telecom École de Management, a French Grande Ecole, served as a reviewer for academic journals and is a member of the New Club of Paris. He holds doctorates in Management Science and Knowledge & Innovation Management from the University of Paris-Saclay (France) and Bangkok University (Thailand), respectively. His research interests lie in the areas of knowledge-based development, urbanization, innovation and entrepreneurship.
